Overview

The Saudi Water Authority is the competent authority in the Kingdom for all water system affairs at the supervisory and regulatory level and strategic support for the sector through regulatory oversite and supervision, sustainable water management, improving services, enhancing capabilities and economic growth, innovation and technology, and environmental protection. The Authority shall also enjoy a public legal personality, as well as financial and administrative independence, and it shall be organizationally linked to His Excellency the Minister of Environment, Water, and Agriculture.

Foundation

The Saudi Water Authority was established pursuant to Cabinet Resolution No. (918) dated 28/10/1445 AH, which approved the transformation of the Saline Water Conversion Corporation into an authority named the Saudi Water Authority. It was designated as the regulator of water service activities in the Kingdom. The Authority enjoys a public legal personality and financial and administrative independence, and is organizationally affiliated with His Excellency the Minister of Environment, Water and Agriculture.

Authority Mandate

  1. Establishing standards, procedures, and forms relevant to its areas of competence.
  2. Formulating and developing policies, plans, programs, and initiatives related to the water sector, and referring matters that require the completion of statutory procedures.
  3. Establishing the necessary controls and requirements for licenses issued in relation to activities within its areas of competence.
  4. Developing and unifying technical and engineering standards related to activities within its areas of competence, and verifying their alignment with local content standards and specifications, as well as sustainability standards.
  5. Proposing draft regulations related to the Authority’s areas of competence, proposing amendments to existing ones, and submitting them in accordance with the applicable statutory procedures.
  6. Managing and planning infrastructure requirements for water sector projects.
  7. Managing the capital investment portfolio planning process for the water supply chain in the Kingdom, and submitting reports, recommendations, and strategic and technical solutions related to the overall performance of the water sector.
  8. Calculating the deficit resulting from the difference between the assumed service revenue — estimated on a commercial basis — and the actual revenue realized from the approved tariff for the relevant year, with the Ministry of Finance settling such deficit in agreement with the Board and in accordance with the approved model.
  9. Localizing industries and services connected to activities within its areas of competence, and increasing the local content percentage therein.
  10. Regulating and overseeing the water sector by studying and approving the costs and transfer prices associated with the provision of water services in the Kingdom.
  11. Regulating commercial agreements with entities related to the water sector.
  12. Establishing a regulatory framework for water services in coordination with relevant institutions, entities, and licensees, to develop the necessary regulatory and procedural framework to ensure that all water service activities are carried out — whether for public or private use — at high levels of quality and reliability, and that such services are provided to consumers at appropriate prices and tariffs that support sustainable development.
  13. Supervising and monitoring the application of specifications and controls related to water quality, operational assets, and services associated with such assets.
  14. Approving the technical and engineering specifications for the operational assets of service providers across all water supply chains.
  15. Concluding agreements and memoranda of understanding related to the water sector with relevant entities inside and outside the Kingdom, in accordance with the applicable statutory procedures.
  16. Organizing and participating in conferences, seminars, workshops, and events related to the Authority’s activities inside and outside the Kingdom, in accordance with the applicable statutory procedures.
  17. Supporting and conducting research and studies within its areas of competence, whether independently or in collaboration with relevant entities.
  18. Cooperating with research centers and consultancy firms at the local and international levels when needed, in a manner that contributes to achieving the Authority’s objectives.
  19. Providing services, works, or initiatives related to its areas of competence.
  20. Issuing licenses and permits associated with the provision of services in the water sector.
  21. Monitoring all service providers in the water sector to ensure their compliance with applicable laws and regulations, and their implementation of the terms and conditions of licenses issued to them.
  22. Monitoring the application of environmental, social, and governance sustainability standards in the water sector.
  23. Receiving complaints related to its areas of competence, investigating them, and deciding on them in accordance with applicable laws and regulations.
  24. Working to provide an appropriate investment environment within its areas of competence, in coordination with relevant entities.
  25. Working to increase consumers’ access to the necessary water services, and verifying the delivery of such services to areas not yet served.
  26. Ensuring the provision of safe, reliable, dependable, and highly efficient water supplies.
  27. Protecting the rights of consumers, licensees, and investors in the development of service provision activities.
  28. Carrying out integrated planning for all components of the water supply chain in accordance with the supply and demand plan approved by the Ministry pursuant to the relevant statutory provisions, managing water security, preparing a comprehensive assessment of infrastructure readiness and reliability, and overseeing the assets of complementary sources for water supply security, including natural sources and strategic storage.
  29. Monitoring the supply chain, analyzing and enhancing the efficiency of data and information related to the water sector, and monitoring the implementation of infrastructure development works.
  30. Contributing to capacity building in the water sector through training and qualification, in coordination with training entities.
  31. Representing the Kingdom in regional and international bodies and organizations within the Authority’s areas of competence, in accordance with statutory procedures.
