The Saudi Water Authority is developing the non-network water market through a digital model that connects filling stations, water carriers, service platforms, and relevant entities. This model provides beneficiaries with a clear and reliable request journey from submission to service delivery while creating a structured regulatory environment for service providers and investors.

The model enables beneficiaries to track their requests while documenting every stage of the process, enhancing regulatory oversight and strengthening confidence in water supply sources and delivery mechanisms, ultimately improving the experience of both individuals and businesses.

It also defines the operational requirements for service providers and supports workflows through digital channels, enabling licensed operators to conduct their activities according to clear and streamlined procedures. In addition, it creates investment opportunities in filling stations, water carriers, and related activities, improving operational efficiency and supporting market stability.

This lays the foundation for an organized market characterized by efficiency and sustainability, where beneficiaries receive a reliable and easy-to-follow experience, investors find attractive investment opportunities, and service providers operate in an environment that supports expansion.

These developments were presented during a workshop organized by the Authority titled “Updates on the Governance and Regulation of Non-Network Water Services,” with the participation of investors and licensed operators from the private sector. The workshop discussed the requirements for the next phase and the role of the digital model in supporting market development.
