A Global Model of Efficiency: “Shuaiba-5” The Crown Jewel of the Water Sector During Hajj

Located on the western coast of Saudi Arabia, the Shuaiba-5 desalination plant serves as the starting point of the water journey to Makkah and the Holy Sites, acting as the primary source of water supply during the Hajj season.

With a production capacity of 664,000 cubic meters per day, Shuaiba-5 is one of the largest and most advanced desalination projects in the world, playing a critical role in ensuring water availability during peak seasonal demand.

The station is renowned for its high operational efficiency, achieving a world-class record of the lowest energy consumption in its category—only 2.34 kWh per cubic meter. This efficiency is made possible through the integration of advanced technologies, including high-performance reverse osmosis membranes, energy recovery systems, highly efficient pre-treatment processes, and partial integration with solar power.

This outstanding performance and innovative technology have drawn the attention of the World Bank, which praised the plant in its latest report as a global benchmark for regions facing water scarcity. The report highlighted Shuaiba-5 as a transformative example of energy efficiency and environmental sustainability.

Shuaiba-5 exemplifies the Kingdom’s Vision to reduce energy use intensity and the Water Sector’s commitment to cutting energy consumption by 30% by 2030. It reflects a strategic investment in technology and operational excellence, all within a broader vision to ensure long-term water security and sustainability.
